For completeness, the feature is implemented that the average upload
speed is indeed limited.

The implementation is broken because the period over which it is
averaged arbitrary and in practice it's equal to sending everything in
one go and then waiting, once everything is sent "long enough" to make
the "average" correct.

This obviously makes no sense in practice.
