For me, both c+, (c and comma) and c+' (c and apostrophe) produce ç (c with cedilla), which means that there is no possibility of entering ć (c with acute) with composition, as far as I can see, and it adds inconsistencies (composing with apostrophe to produce acute versions generally works well).
