The reported situation is indeed similar to bug 817889 and the solution

As far as Hugin is concerned, autopano-sift has been deprecated since
Hugin 2010.4. This was one and a half year ago, or three Ubuntu
releases back (Natty).
Don't complain it is "a lot worse" if you can't read and follow the
instructions posted there. Understand that this situation arises in a
limited set of circumstances when the user has an older Hugin
preferences file, i.e. either (a) when the user upgrades from an older
version of Ubuntu to a newer one; or (b) if the user copies an older
Hugin preferences file into his new user directory. From the next
release on, Hugin will warn the user about stale preferences files
http://hugin.hg.sourceforge.net/hgweb/hugin/hugin/rev/c4c76a7dfdd5 .
The scenario (b) "poor user" who simply installs a new system and copies
over all of his older user directory including ~/.hugin and other
configuration files is likely to bump into even worse misconfiguration
problems with more critically important software packages.
The upgrade scenario (a) will inevitably happen when previous Hugin
users upgrade to newer Ubuntu versions. Since the current upgrade
(Precise) is to an LTS, there are likely to be more Ubuntu upgrades
than for the regular half-yearly Ubuntu upgrades. From Hugin's
perspective there are two type of LTS users: those using (1) the
official Ubuntu repositories, and (2) the Hugin PPA
https://launchpad.net/~hugin/+archive/hugin-builds .
(2) has deprecated autopano-sift long time ago -- even Karmic users no
longer required it. Only the users of (1) are affected, and the
solution is the same, plain and simple: go into the preferences pane
and reset to the default CP generator; or use the shortcut and delete
the file ~/.hugin
