Unfortunately it still isn't there for Hebrew. I attached a screen dump where I 
have cropped it to show the right hand side of screen 1 and all of screen 2.
You can see that the icons have moved to the right hand side of screen 1 - 
where it would have been more logical to be on the right hand side of screen 2.
I have the curson on the top icon and its tool tip is on screen 2, a whole 
screen away from the cursor.

If I look at Hebrew on Unity, the icons are in the same position as in
English (on the left hand side of screen 1). The tool tips are also
there. This is perfectly acceptable to me as a user. If you want to
switch the icons to the right hand side, then they need to be on screen
2, where the tool tips presently appear.

BTW, the one thing which is currently better in Unity-2D is the high
contrast mode. In Unity the icons are UGLY!!! In Unity-2D they are very
reasonable.

Please let me know if and when you want to me to check Unity-2D again.
