Moving to cups-pdf. cups-pdf should accept PDF input to avoid unneeded PDF->PostScript conversion only to convert it back to PDF. For configurability it should be checked whether one passes it through Ghostscript (with PDF as input and as output) or whether one uses pdftk. Perhaps even the configurability of cups-pdf is not needed any more as the pdftopdf filter of CUPS and its options allow to take influence on the output.
