I am running Ubuntu 11.10 on a laptop and the heat management is very
bad.  The system will heat up and under clock to avoid damage.  When the
system is restarted and in GRUB the fan speed will go to MAX.  The
moment the kernel loads the fan speed drops dramatically.    Why not
increase the fan speed to the max to try and avoid under-clocking?  In
fact i have never seen my fan speed max out on Ubuntu!  Awful!

Clearly this is incorrect behavior that is not only damaging but
severely limits the power of the machine.  I will be Channing operating
systems until this issue is addressed.
