After a reboot everything worked perfectly. I tried switching between portmap and rpcbind multiple times but wasn't able to reproduce the problem. I did see that it shutdown rpcbind on uninstallation, I'm not sure why it hung. I didn't have any nfs mounts active or any other RPC services but it looks like this was just a fluke. Unless someone else can reproduce this it must have just been a fluke on my system, sorry.
