I also tried to run command: kcmshell printers
as root and as regular user and both times I received error message, which is in Estonian language as you may see in attached *.png picture. This error message in this picture says (free translation made by me): Its impossible to get list of printers. Manager error message is: Connection to CUPS server failed. Check that CUPS server is correctly installed and started. Error: Connection to CUPS server failed.
