Honestly, I'm not sure whether this is a bug or not, but I'm leaning
towards no.  I agree Neal, that having to press the camera button first
is not intuitive.  But System76 is at fault there, not Ubuntu.

So either (A) System76 intended camera to be on by default and you can
turn it off with that key or (B) System76 intended camera to be off by
default.  I'm assuming that Ubuntu is getting it right and the camera is
off by default by design.  In which case, I think it's just bad hardware
design and there's nothing Ubuntu should or can do.
