I don't generally reboot my machine too often, though I have this morning for testing this stuff. As a result, I hadn't thoroughly tested booting of 2.6.20-13.21.
My observations (coming a little late) are: - 2.6.20-13.21 usually boots fine, but I've recently caught it failing in a similar way - 2.6.20-14.23 generally doesn't boot, but has once. So this may not be limited to 2.6.20-14 even if it may be more obvious there.
