Same here.  Last night after upgrading I rebooted as I saw it was the
kernel that was updated and the system wouldn't boot.  I disconected all
my USB devices and pulled my wireless network card and tried again.  No
go.  This morning I started up with the 2.6.13 kernel with no problem.
My system is an old Dell Inspiron 8000 with a P III, 384MB RAM, a 60GB
EIDE drive, a DVD/CD drive, and the piece of trash ATI Rage Mobility
Video.
