Rolf, forgive me for stepping on your toes. My intention is only to
improve the quality of the bug reports associated with upstart, a key
area of focus for my own work.

Having a bug with a status of New that is assigned doesn't make much
sense to me. The bug being assigned to one person means only they should
be working on it, whereas many people can be working on confirming a New
bug. I have to agree that the HowToTriage page isn't entirely clear on
assignment, so my apologies for citing a source that does not support my
actions, and further, my apologies for unassigning you without an
appropriate cause.

My intention is to make it clear that this bug report is incomplete (its
not clear how to reproduce it) and that the original reporter needs to
respond before we can make a decision as to what is actually affected
(my guess, mountall) and what the actual importance is.

Its impossible to know if anyone other than the original poster is
affected unless the bug is at least Confirmed.

So again, I hope we can see eye to eye on this, and hopefully our
original reporter can find the time to share more information.
Otherwise, the bug will expire now, so we can move our focus on to
reports by reporters who are still engaged in their bugs.
