I am not following what patches are where or what the differences are
between the different builds are in Ubuntu.  Here is what we use in
Fedora, which is an unpatched neon 0.29.5 built against GnuTLS:

$ rpm -q subversion gnutls neon
subversion-1.6.13-1.fc14.x86_64
gnutls-2.8.6-2.fc14.x86_64
neon-0.29.5-1.fc14.x86_64
$ svn co https://www.opensc-project.org/svn/test
Authentication realm: https://www.opensc-project.org:443
Client certificate filename: 
...
$ svn co https://lavalit.com/svn/openbor/trunk t2
A    t2/openborscript.h
...

You are saying above, that only the Ubuntu build of neon using OpenSSL
is working?  Maybe the version of GnuTLS in use makes a difference.
