I also had the same problem.   I'm using  Lucid Lynx.  Angband had
installed perfectly under Intrepid Ibex.

For my lucid install, I checked that the above .bmp files were installed
--they were.  But the -g option did not use the tiles, program ran in
ASCII mode.

I attempted to build from source using directions here
http://rephial.org/wiki/Compiling

but still didn't work.  I finally succeeded after I installed the header
files for libglade2-dev (and one dependency that synaptic needed, sorry
I didn't copy that down.)

Now the program works with gtk front-end and graphical tiles.
