The trail in DpkgTerminalLog.txt looks fairly convoluted, but the
troubles seem to begin when 00debian-vars.el is missing, if I am reading
this correctly. It is not currently understood what causes this, and I
am not sure whether in your case purging, then reinstalling emacsen-
common would help solve the problem. I am marking your report as a
duplicate of bug #582341 but I would be grateful if you could still
follow up with a brief summary of your setup. I take it you installed
an earlier version of Ubuntu, then upgraded to 9.10, then removed
emacs22 and replaced it with emacs23?
