Hi, I've found de same issue with Ubuntu 10.04 and the included version
of OpenOffice.org (3.2). Although removing ~/.openoffice.org settings
folder works, it implies losing all your settings and it was not
acceptable for me so I tried diffing newly created settings forder
~/.openoffice.org/3 with the folder that issues the problem described in
this bug!

There were several differences between both but none of them seem relevant 
except for the following:
diff -r 3/user/registry/data/org/openoffice/Setup.xcu 
3.max/user/registry/data/org/openoffice/Setup.xcu

<      <value>180,74,920,875;1;0,0,0,0;</value>
---
>      <value>0,0,1280,1024;1;0,0,0,0;</value>

I changed that key in Setup.xcu to fit in my windows size and... ooalá,
it worked! The window frame and title bar were back again and I hadn't
lost my OpenOffice.org original settings!
