parted version: 2.2-5ubuntu5

I have tried with an 8GB usb which 'Disk Utility' reports as:

Partition Type: W95 FAT32 (0x0b)
Partition Flags: Bootable
Type: FAT (32-bit version)

and also a 2GB usb which was formatted FAT16 by Win XP

Both result in an unbootable usb.

In the case of the 2G FAT16 it appears unusable until I again format it
from Win XP, although I don't know if that is relevant in any way.
