The messaging menu spec has this "Next should be presented the shortcut items for the application, if any, up to a limit of the six first items. Activating any of these menu items should (re-)launch the application with the appropriate options; the application can then decide whether it is most appropriate to open a new window, focus an existing window, or do something else"
