Public bug reported:

I can't have my webcam plugged in until ubuntu has finished fully loaded
otherwise my usb never starts up.
I thought this was because I was rare and cheap webcam chipsets, but this time
round I bought a Logitech C200 which I read was supposed to be one of the most
compatible plug and play cameras.

My kernel log gets flooded with:
kernel: [  112.333163] phy0 -> rt2x00usb_vendor_request: Error - Vendor Request
0x07 failed for offset 0x3090 with error -108.
