I spoke too soon, I just recently downloaded the October 20, 2009 Kubuntu
Live CD and this problem is NOW FIXED.  As far as I can see the NOW versions
are Linux 2.6.31.14.18 and Kubuntu 9.10.3 and KDE 4.3.2.  So with all the
elimination permutations that I used this could still have been a KDE 4.3.1
problem.  In fact looking back KDE4.3.1 was the only thing "common" to non
working events.  Because I had expected that some update (and there were
several) would eventually fix this naturally but it didn't.  So it possibly
existed through the life of KDE4.3.1. It was not there in 4.2 nor 4.3.0.

I have reiterated this several times, it is NOT a partition, it is a stand
alone HDD with Windows XP and NT file system.  In Dolphin I can see the
Windows XP HDD there, it even identifies it by its correct name.  But it
will not read the files on this HDD.  I did some basic trials with different
Live CD versions to attempt to isolate if this was a regression with KDE or
Kubuntu.  Everything is pointing to Kubuntu, because SUSE with KDE 4.3.2
will read this Windows HDD and Kubuntu 9.10 with KDE 4.3.1  will not.
Kubuntu 9.04 Live CD will read the Windows XP files.

In messing around with all the Live CDs one thing that I noticed, that I
didn't before, is that when a system is able to read the HDD the little
"mounted" logo shows on the HDD icon, when it is not able to be read the
little "mounted" logo is missing.  This probably indicates a mount problem,
which would not show up if Windows XP was on the same HDD as Linux.  After
all Linux won't run unless the HDD that is on is mounted, and so Windows is
mounted too.

In the description of the bug report there is mention of an "error message
that is useless".  What exactly is that error message?

Additionally, what filesystem is your Windows XP partition?
