Dave Stroud, I have tried to start the CUPS daemon with your cupsd.conf
file (version 1.4.0 of Karmic, stop system's CUPS daemon and run "sudo
cupsd -c cupsd.conf -f") and it works normally for me.

If the CUPS daemon still does not start for you, please attach your
/var/log/cups/error_log, as I mentioned in an earlier comment.
