I Too can confirm this bug. I yesterday installed a brand new Dapper Drake on a Hp laptop. I never installed KDE or KDM but I too have only four options behind the red powerswitch, Logout, lock screen, Switch user and Hibernate. I've been upgrading immediately after the install, so I don't know which update stole my power down option, only know i'd like to have it back ;)
