Marking as invalid. After looking into this further, it seems that this is a problem with something in the BIOS. Apparently Dell has something in the AC Adapters that verify them as 'official', and if they are not, then the cpu gets locked to the lowest frequency (and the battery won't charge!) I must have had a faulty connection, which is why the problem was intermittent. I switched AC adapters and things seem to behave more normally.
