I get something similar to this whenever I increase the screen resolution with compiz enabled. The screen is not usually totally blank, it is full of patches of bit of windows (that aren't there) and the real windows aren't re-drawn but can still be interacted with - but only in the area of the old smaller resolution. Using a shell in that area to restart compiz (compiz --replace) gets things re-drawn and working again for the whole increased resolution.
Increasing the resolution using metacity does not have this problem, Using Ubuntu 8.10 Intrepid amd64 architecture with Intel card on Lenovo X301 notebook.
