In the spirit of open source, I would prefer the OOo developers to give the user the choice of not embedding the fonts. They can bury it in some menus and not set it by default so that it takes the users some effort to shoot themselves in the foot.
That said, Ubuntu does offer a workaround: simply do File... Print... and choose "PDF" as a printer. By default, the resulting file will be dropped into the directory ~/PDF and will not contain embedded fonts.
