Actually, the for-consistency change in regular Q layout, now caused a
slight inconsistency and redundancy in custom Q layouts for Romania,
therefore please ignore the previous two 3a.2-* patches. I am very sorry
for not getting it 100% right last night. In the next 2 comments i'm
attaching updated patches to account for this nuance, with the same
naming convention. This adds another 2 lines to make it a 4-line update
to 3a patch, with 3 out of 4 lines updated for consistency.

As last time, I hope this belated update can make it into Ubuntu as
well. If so, please let me know if i should do any generic-to-Ubuntu
conversions for the patch(es) attached below.
