The patch in comment #21 is fine and I've queued it for upload. At the moment though we're frozen for the Alpha-5 release, but I should be able to get it in by Monday.
As a general rule, debdiffs are always appreciated as they usually make my work easier (and allow you to get the credit for your work). But for xkeyboard-config, I take patches however is convenient for the contributor. But the #1 most important rule I have is that the patches must go upstream; the fewer ubuntu-specific patches we have to carry, the easier it will be to maintain in the future.
