I'm not sure I completely understand your request. You want to be able to select one language for your system (let's say French) but type with a keyboard of a different language (say Vietnamese)?
I'm skeptical that is going to cause way more confusion than it solves. Also it sounds like this is a workaround for poor local language translations in applications, which is not a very good justification for doing such a change. But I'll mark it as wishlist for now, and give some time for you to explain your idea in greater detail.
