rjmoerland - the reason that it doesn't work for you is because you are
not on the active console when you launch users-admin, so you can't
authenticate using Policykit. This isn't a bug, and Policykit is
behaving as expected with the default Ubuntu profile.

You can change this behaviour by going to System -> Administration ->
Authorizations and changing the relevant policies.

Andrew - can you confirm this is the case for you? Could you please post
the output of the following commands from within the same session that
you tried to launch users-admin:

"ck-list-sessions"
"polkit-auth --show-obtainable"
"dbus-send --system --dest=org.freedesktop.ConsoleKit --type=method_call 
--print-reply /org/freedesktop/ConsoleKit/Manager 
org.freedesktop.ConsoleKit.Manager.GetCurrentSession"
