rjmoerland - the reason that it doesn't work for you is because you are not on the active console when you launch users-admin, so you can't authenticate using Policykit. This isn't a bug, and Policykit is behaving as expected with the default Ubuntu profile.
You can change this behaviour by going to System -> Administration -> Authorizations and changing the relevant policies. Andrew - can you confirm this is the case for you?
