Hi, I'm experiencing the same problem.  I found I have to power off the
computer *and* flip the switch on the power supply to work around this
issue.  On my machine I guess the power supply still feeds power to the
motherboard and the integrated network card even when the main power is
off.  Its really annoying and I feel like this is an Ubuntu driver issue
because I don't have to do this when I'm restarting from Windows.  I've
attached the lspci output so you can see what hardware I have.
