It looks like tips are contained in /usr/share/gimp/2.0/tips/gimp- tips.xml, last modified on 2008-03-07 and part of the gimp-data package. (The last entry in the package changelog is from 2008-03-08.) This seems to imply that those language-pack files--at least the tip-of-the-day ones--are leftovers from a previous way of doing things, and that Gimp uses the XML file now, which appears to contain all supported languages. I can confirm that the locale-langpack files for Gimp are out of date, and should be removed if they are, as seems likely, superseded by the multilingual gimp-tips.xml file included in gimp-data.
