I absolutely disagree with your decision because I think that you missed
my point.
I reported this bug not because there is python related file in debconf,
but because there are two python related files one for python2.3 and
another for python 2.4.
And while there is no python 2.3 in ubuntu repository I don't see any
point to keep this file in package.
I think that you should just remove debconf.py for python2.3 and leave
for python2.4
