Cannot seem to find where the original howto is, but the steps it
recommended were:

sudo aptitude purge xorg-driver-fglrx
sudo dpkg-reconfigure xserver-xorg
    select 'vesa' driver
sudo aptitude install xorg-driver-fglrx
sudo aticonfig --initial --overlay-type=Xv

That didn't work, OpenGL vendor string would remain as Mesa.

So, you were right, I then tried what this thread suggested:

http://ubuntuforums.org/showthread.php?t=185033

But alone that didn't help either, until I did what I said in the bug
report. Thus I'm not sure why replacing the libGL.so.1.2 had removed
atiogl_a_dri.so from /usr/X11R6/lib/modules/dri, but maybe that's not
what you meant.
