I think this is a shell related bug, not dialer-app specific. I recall there was a similar problem with alarms continually ringing if the low battery dialog was visible, guessing this is related somehow.

Also, if you have phone locked and you get a call, you get ability to answer it. However, when you have combination - low battery with message displayed, and in the same time you get a call - there is only battery indicator widget, and you will not be able to answer call even if you discard battery indicator widget. I guess only one indicator can be displayed at the time, and in this case it is only battery indicator, so answering phone is not possible. I am using Aquarius E4.5 with official current ubuntu release.
