Upstream did not fix the bug, instead they removed support for installing missing codecs on-demand entirely.
Totem only officially supports Flatpak nowadays, in which they can bundle all needed dependencies and not worry about out-of-band codec installation wizards. Ubuntu can not do the same for its default media player. I will look at making a downstream workaround for this issue that keeps the missing plugin wizard for the existing releases.
