We always need to balance readability and detail, and it's not feasible
to include a message that caters to every detail in the 70ish characters
we have.

The alternative would be "Keeping back" but "Not upgrading" was arguably
much clearer.

The display is very clear that this is a summary of the actions to be
(not) taken that were displayed further up.

As such I'm afraid there's no better solution.

  When running `sudo apt upgrade`, APT displays a line like:

      Not Upgrading: 0

  This message is unclear because it suggests that APT is counting **all
  installed packages** that are not being upgraded. However, it actually
  refers only to **packages that have updates available but are held
  back due to dependencies, holds, or conflicts**.

  A clearer message would be:

      Not upgraded due to dependency issues, holds, or conflicts: 0

  This wording would prevent confusion. Please consider updating the
  message for clarity.
