installed packages** that are not being upgraded. However, it actually
refers only to **packages that have updates available but are held back
due to dependencies, holds, or conflicts**.
A clearer message would be:
Not upgraded due to dependency issues, holds, or conflicts: 0
This wording would prevent confusion. Please consider updating the
message for clarity.
