The internal mechanism used by apport to determine if the file is
modified is using dpkg and verifying the md5sum of the file. Here's an
example using whoopsie as I don't have powerd installed:

$ dpkg-query -W --showformat='${Conffiles}\n' whoopsie
/etc/default/whoopsie aa257e43c8f5113fc0e980b93185acac
/etc/init.d/whoopsie a1f3d5bd15f8b85ab00fbcb827c0f0c4
/etc/init/whoopsie.conf 32d27c25706f1e6abf27c8bbb68b6b6e
[ 9:27AM ] [ bdmurray@impulse:/var/crash ]
$ md5sum /etc/default/whoopsie
aa257e43c8f5113fc0e980b93185acac /etc/default/whoopsie
The md5sum of whoopsie matches so I didn't modify the file. Its also
possible that an application helped you modify the file although you may
not have touched it directly. Plus run the same commands I've shown you
for the powerd package and powerd.conf.
