I can imagine many users using an external monitor and expecting their system 
to continue operation as they watch movie on external monitor, or work using 
external/dock keyboard, and being annoyed if their system suspended on lid 
closure.  I personally see your issue as a support one, as not everyone will 
want the lid closure to suspend laptop.

  Closing laptop lid doesn't suspend with external monitor plugged in

Bug description:
  I wish to have my laptop suspend when plugged into my dock with an
  HDMI display added. Instead, the system stays on with the monitor
  becoming the primary display. Suspending manually will work.

  I have tried editing logind.conf and uncommenting
  HandleLidSwitch=suspend and the other related items but to no avail.
