Thank you for taking the time to report this bug and helping to make
Ubuntu better.

You haven't provided any package or release version information with
your report. In any case, this sounds like a bug that should be reported
upstream to the rsync project itself, as in Ubuntu we don't expect to
make rsync behaviour special as that would be confusing to rsync users
across the ecosystem.

Please check to see if in your opinion this affects the latest version
of rsync as available directly from the rsync project, and if this is
the case then please file a bug upstream and report the link to that bug
here.

If there is a change made upstream that Ubuntu should be following in
some specific Ubuntu releases, please provide a link to the upstream
change and provide Ubuntu package version information, state why you
think this should be fixed in a patch in Ubuntu, and then change the bug
status to New.

Title:
rsync with -fake-super and --link-dest copies symlinks even when they
  haven't changed

Status in rsync package in Ubuntu:
  Incomplete

Bug description:
  The title says it all!

rsync with -fake-super and --link-dest copies symlinks even when they
  haven't changed.

This is incorrect behavior: symlinks, like all other files, should be
copied only if they have changed.

Without -fake-super, it works fine (nothing is copied unless it is
  changed).

Without --link-dest, it works fine (nothing is copied unless it is
  changed).

With both options specified, symlinks are copied regardless of whether
  or not they changed
