Thanks for responding. The lack of apparmor denials means that it is
highly unlikely that the apparmor update is the cause. I'm going to
redirect this bug report and adjust the title.

  Apparmor update breaks Ctrl-ALt-L

Bug description:
  After updating apparmor in 16.04 LTS, Ctrl-Alt-L no longer switches to
  the lock screen. Switching profiles does work however. When using
  Ctrl-ALt-L the screen flickers and remains logged in without any
  screen locking whatsoever.
