Yes, in Spain both surnames are used for legal purposes. Both the passport
and the national ID document list the two surnames.

In Spain (and I could imagine in other Spanish-speaking countries too)
there is no such thing as last name: it's 1) given name 2) 2x surnames.

As per the example in the original bug description:

Jordi López Echevarría

Given name: Jordi (one given name)
Surnames: López Echevarría (surname-father + surname-mother)

There isn't a concept of middle name for this particular bug report, and
even those persons with a composite given name e.g. "José María", that's
considered their full given name, to which the surnames are appended. E.g.
following the example, Jordi's brother name could be:

Given name: José María (one given name, no middle name)
Surnames: López Echevarría (surname-father + surname-mother)
