Status in Ubuntu UX bugs:

Status in “dialer-app” package in Ubuntu:
  Fix Released

Bug description:
Currently on the keypad view the header displays "Keypad".
The header should say the network provider name.
On a dual SIM device it should display the network provider name of the
chosen SIM. If no SIM card or no network is present, the header can rotate and
display "Emergency call only" & "No network"
