Steps to reproduce: Under System Settings -> Privacy disable file and application recording and clear all usage data (in the "Files and Application" tab) and disable online dash results from the "Search" tab.

Instead, it would seem to me more appropriate to initially present either a blank slate or a message with a more neutral tone, such as "Results will appear here."
