Tor won't be able to vouch for Whonix for GSoC 2019. I understand that you are on a tight deadline, so I wanted to let you know as soon as possible. I have received a range of responses from Tor Core Contributors over the past few hours. A number of people raised concerns about the Whonix community's culture, and whether it would be a good experience for students. I hope that we can give a more detailed and helpful response later. But it may take us some time, because we are still working through our internal community processes.
