$config_version is not SquirrelMail version. It is configuration file version. $config_version = '1.4.0' applies to all SquirrelMail versions from 1.4.0 to 1.5.1. SquirrelMail version information is stored in functions/strings.php file. Version information is also added to User-Agent: header on every email send or saved in SquirrelMail.
Standard SquirrelMail scripts are downloaded from http://www.squirrelmail.org/download.php. It you use scripts modified by some third party, other people don't have information about changes made by third party and can't debug your issue. SquirrelMail scripts can't create filenames with '&nsp;' text instead of space. It is not standard html entity and SquirrelMail does not use it.
