Check conf.pl -> 4. General Options -> 5. Usernames in Lowercase option. If option is set to false, 'User1' and 'user1' logins use different preference files. User preferences can mixup, if users are trying to use two different email accounts in same browser without logging out. Or your php session handler fails to create unique session names. Or your session expiration (session.gc_maxlifetime) is set to large value.
