When someone says executing config, they generally mean running the conf.pl script that is in the config directory, which is the most common way of configuring SM. To do this, you will need to ssh/telnet to the host machine, and goto the config directory and do "perl conf.pl".
Another way is to use the administrator plugin that comes with SM and put a check mark next to the plugin name (you might have to enable it by doing this next way though), or to modify the config.php file by hand and adding the plugins to the plugins array.
