I don't have the time helping with sendmail configuration, which, as I and others have said, is how you should accomplish this task. If you don't know how to configure sendmail, you should get someone who does to work with or try installing a better MTA (postfix, qmail, etc). That said, I can offer to write something of a "hack" for this problem, which would be a SquirrelMail plugin that blocks mail from a given list of senders from going outside your domain. The reason this is a "hack" is because there is nothing stopping your users from using a different mail client to send mail without this SquirrelMail-only restriction.
