I just answered this question on this (or could have been the plugins mailing list) just the other day - you might want to check the archives before posting. The best place to make such a restriction is in your SMTP server (eeeiwww, sendmail.... have fun! ;>) -- someone could make a plugin that looks at outgoing addresses and strips out undesirable domains.... which is more of a hack compared to restricting it at the SMTP level, but if that's what you need, myself or someone else could put that together rather quickly. If I'm the only one volunteering, you'll have to wait for a week or so, as I am on vacation presently.
